Summary of Changes

HIGHLINE END-OF-BARGAINING SUMMARY OF CHANGES

2027–2029 Successor Collective Bargaining Agreement

The Union and Employer have concluded negotiations for the successor Collective Bargaining Agreement. The following summarizes the significant improvements and changes achieved through bargaining.

This is intended as a summary of the negotiated changes. It does not replace or modify the language of the Collective Bargaining Agreement or applicable Memorandum of Understanding.

 ECONOMIC IMPROVEMENTS

$500 One-Time Signing Bonus

A $500 one-time signing bonus will be paid to eligible employees, subject to the conditions established in the negotiated MOU. Payment will be issued on or before August 10, 2027, provided all eligibility requirements are satisfied

$5.00 PER HOUR GRAVEYARD SHIFT DIFFERENTIAL

A new graveyard shift differential was negotiated for Security employees. Employees working the designated 10:00 p.m. – 6:00 a.m. graveyard shift will receive an additional $5.00 per hour. It is separate from and does not replace the existing swing-shift differential.

ARTICLE 8 – TRAINING AND EMPLOYEE DEVELOPMENT

$30,000 Professional Development Fund

The parties significantly strengthened professional development opportunities for classified staff. The Employer will maintain a general professional development fund of at least $30,000 per academic year for classified staff

$30,000 EMPLOYEE EMERGENCY ASSISTANCE FUND

The parties established a one-time $30,000 Employee Emergency Assistance Fund to provide financial assistance to eligible employees experiencing an emergency financial hardship with confidentiality and nondiscrimination protections.

SUPERVISION OF CLASSIFIED STAFF

The parties established new requirements designed to ensure supervisors are properly trained to supervise represented/classified employees.

Supervisors of classified employees must receive specific training on supervising represented employees, with initial and recurring training requirements and Union access to compliance information.

ARTICLE 33 – LIGHT DUTY, REASONABLE ACCOMMODATION AND DISABILITY SEPARATION

The parties strengthened protections and established clearer timelines for employees seeking reasonable accommodation. Employees now have clearer expectations for the accommodation process, including a 14-day initial-action requirement, weekly written updates, interim accommodation measures, and strengthened confidentiality protections.

ARTICLE 40.4 – BACK PAY FOLLOWING REALLOCATION/RECLASSIFICATION

The parties established a specific timeline for payment of back pay resulting from a reallocation or reclassification determination. Any back pay owed must be paid within 30 calendar days following agreement on the date of the reallocation or reclassification determination.

ARTICLE 41.1 – Temporary Assignment Pay

Provides additional compensation up to 7.5% when covering vacant positions for extended periods.

MANDATORY SUBJECTS OF BARGAINING

The parties established clearer contractual procedures governing Employer changes to mandatory subjects of bargaining that are not covered by the Agreement. The Agreement establishes a well-defined notice and bargaining process before the Employer makes changes to mandatory subjects that are not already addressed by the CBA.

These negotiated changes provide meaningful economic benefits while also strengthening workplace protections, improving transparency, establishing clearer timelines, and creating additional resources for classified employees.

The Union bargaining team worked throughout negotiations to secure improvements that provide professional development opportunities, emergency financial assistance, supervisor accountability, reasonable accommodation protections, and stronger bargaining rights for bargaining-unit employees.
