Governance defines how decisions are made, how leaders are elected, and how accountability is enforced.


The Executive Board operates within these rules and is responsible for carrying them out.

The international constitution sets the minimum standards for how our union is structured and how we operate within the broader organization.

WPEA Bylaws

Our local bylaws build on that foundation, defining the specific rules we follow for governance, elections, finances, and decision-making.

Executive Board

The Executive Board is elected by members to carry out the work of the union within the structure defined by the bylaws and constitution.

It is responsible for managing the union’s affairs where authority is not reserved to the membership or assigned to specific roles. Affairs such as:

Approving and monitoring major financial decisions

Filling vacancies in elected positions between elections

Reviewing internal appeals and governance matters

Meeting regularly to conduct union business and make decisions

Serves as the chief executive officer of the union, responsible for enforcing the bylaws and overseeing union operations, staffing, and budgets.

Makes determinations on grievance handling, including whether cases proceed to arbitration.

Assists in administering union operations and supports financial oversight under the direction of the President.

Vice Presidents represent members within their geographic districts.

They assist in carrying out union operations, raise issues affecting their districts, and advocate for members in decisions about contract enforcement and the use of union resources.
