I’m writing to update you on our ongoing contract negotiations with management. While we’ve seen receptiveness on some issues, others remain challenging.

Artificial Intelligence Oversight The Union has proposed creating a joint AI oversight committee to evaluate the ethics, impact, and adoption of AI technologies. Management is engaging in productive discussions, but given the complexity of this emerging issue, we have not yet reached an agreement.

Vacation and Leave Accrual We’ve secured modest gains. While exact numbers are still being finalized, members should expect a small increase in leave benefits.

Union and Management Rights Extensive discussions have taken place regarding union representation in disciplinary and potential disciplinary matters. Contract language is evolving with some provisions favoring the union and others favoring the employer—we’re working to secure the strongest possible protections for members.

Bargaining Unit Member Compensation A key sticking point remains: who pays for bargaining unit members’ time spent at the negotiating table—WPEA or KRL. This issue is unresolved and continues to be a priority in negotiations.

COLA and Department Compensation Management have agreed to range and step increases for several departments. However, their COLA proposal for 2025-2026 is significantly below acceptable levels. Management cites plans to extend current levy funds for up to ten years as justification. We will counter with a more appropriate COLA proposal at the next bargaining session.
